Decontamination & Decommissioning (D&D) and Survey Documents

When a facility is contaminated with radioactivity as a result of prior nuclear operations and/or research, it has to be decontaminated, decommissioned and surveyed in order to restore it to a safe, clean status where it can be used for other purposes without exposing future users to hazards or risks from radiation or radioactivity.  This process is described in detail in Radiological Release Process.

Key documents prepared during this process are ...

• the historical site assessment, which provides site description, operational history, radioactive materials used, incidents & spills, surveys & sampling data and release status,
• the final decontamination and decommissioning report which describes the process used to remove equipment, waste, and contamination,
• the procedure used to survey and sample the facility to verify that residual contamination has been reduced to below regulatory cleanup standards,
• the Boeing final status survey report that documents the survey and sampling measurements taken,
• the verification survey performed by the Oak Ridge Institute of Science and Education (ORISE) to verify that Boeing's final survey is correct,
• the verification survey performed by thhe Department of Public Health (DPH) to verify that Boeing's final survey is correct,
• the validation survey performed by the Environmental Protection Agency (EPA) (not regulatorily required),
• the document review performed by the Environmental Protection Agency (EPA) (not regulatorily required),
• the certification docket compiling the above documents, and
• release letters from DOE and/or the licensing agency.
