SNAP Environmental Test Facility

The SNAP Environmental Test Facility, known as Building 4024, Engineering Evaluation/Cost Analysis (EE/CA) evaluates alternatives to implement the decommissioning and decontamination (D&D) of the Department of Energy’s (DOE) Building 4024 situated within the Energy Technology Engineering Center (ETEC) at the Santa Susana Field Laboratory (SSFL).


DOE has proposed to remove Building 4024 as part of the ongoing Decommissioning & Decontamination (D&D) of ETEC. The removal of Building 4024 is proposed as an action consistent with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), effectively integrating EPA oversight responsibility, DOE lead agency responsibility, and state and stakeholder participation.


The proposed alternative for the Building 4024 D&D involves the complete removal and off-site disposal of all above and below ground structural components and any radiologically impacted soil that may exist within the facility’s footprint. This alternative was analyzed in the EE/CA and chosen for its relative effectiveness, implementability, and cost.


The EE/CA provides an opportunity for interested persons to comment on the project objectives and the proposed removal action alternative for Building 4024 as required by the National Contingency Plan (NCP).


The public comment period for the proposed action in the EE/CA ended April 9, 2007. The EE/CA and its supporting Administrative Record File, which contains the documents that DOE used to identify its proposed alternative and which will be used to support any decision, are available to the public on this page. In response to public comments received at the February 21, 2007 public meeting, the comment period was extended from the original due date of February 28, 2007 to April 9, 2007. See the announcement.
